REQUIREMENTS FOR FINANCING OF PROJECTS BY THE NATIONAL TRUST ECOFUND (NTEF)
- Provided co-financing by the project applicant and/or other sources of financing for at least 70 % of the total cost of the project.
NTEF gives grants for up to 30 % of the total cost of the project. Only under specific circumstances and after a preliminary agreement with the Consultative Council, as well as for proposals in priority area “Biodiversity Conservation” the Board of Directors can approve a grant bigger than this.
Co financing is considered as only directly related to the implementation expenses, made by the candidate, e.g. expenses for the working design, VAT, investment expenses, etc. - Available detailed technical designs with bills of quantities providing recent technical solutions and prices, allowing the candidate to start the project implementation immediately after the approval of the Board of directors;
- Proved lowest capital and operational costs per unit of reduced pollution, based on evaluation of alternative approaches for environmental problem solution;
- Compliance with the existing national environmental standards and requirements proved by an Environmental Impact Assessment (when required by the Environmental Protection Act), a resolution of the Regional Environmental Inspectorates or other corresponding documents proving the respect of the relevant environmental norms, according to the Bulgarian national legislation; relevance to the Governmental programs for the implementation of the national environmental policies and priorities of the local authorities;
- Proven available post-implementation organizational and financial potential for project operation and provision of sustainable positive environmental impact;
- Requirements to projects for Sanitation of landfills:
- Information about the implementation of the procedure for the introduction of the organized solid waste collection and transportation in the settlements;
- Size of the investment expenses made for the introduction of the organized solid waste collection and transportation
- Justification and evidences for the economic effectiveness of the selected sanitation method compared to the other existing alternative options.
- Requirements to projects for gasification:
- Built gas transportation network, including distributor gas pipes and diversions to the sites, proposed for gasification with NTEF funding;
- Information from a competent body regarding the level of air pollution in the proposed settlement;
- Licenses of the local gasification company and its contract for delivery of natural gas.
